Reading assignments Pages 15-24 Pages 64-83 Concepts Initiative – not used at the state level in Texas, this is a process whereby individuals or groups may gather signatures required for submitting a proposal of a constitutional amendment or proposed statute to a popular vote. Referendum – process that allows voters to gather signatures needed to challenge at the polls a law enacted by their state legislature. This process occurs at the local level. At the state level, bonds secured by taxes and state constitutional amendments must be approved by voters. Separation of powers – the assignment of law making, law enforcement, and law interpreting functions to separate branches of government. Suffrage – the right to vote. Lecture Idealism - doctrine that ideas , or thought, make up either the whole or an indispensable aspect of any full reality. Realism – Machiavelli and Locke; Politics – individual or combined acts of individuals. Utopia
