Federalism focuses on sharing public power. Organizing the power is divided into three different ways. Unitary governments would normally focus on all government power into a single National Government. The Unitary System is a state governed as a single unit, and direct divisions should exercise the power that their Central government delegates. However, the Confederal System distribute government power to local or regional governments. Federalism separates between national and state governments. In which under federalism, each level of government is independent and has its responsibilities.
