Custer County Commissioner Meeting Date: February 15 th , 2012 Chairman Bies called the meeting to order at 8:00 a.m. with the Pledge of Allegiance. David Hazeltine, Jim Lintz, Phil Lampert, Mark Hartman, Tracy Kelley, State’s Attorney and the Auditor were present. -The Board moved to approve the agenda with the following addition: Automatic Supplement under Mike Carter, Director of Emergency Services and Surplus under Rick Wheeler, Sheriff Motion carried. In the following proceedings, all action taken was first duly moved and seconded, received a unanimous vote of the Commissioners without dissenting vote or abstention, unless otherwise stated. Minutes The Board moved to approve the minutes of the February 1, 2012 Commission meeting as presented. Motion carried. Declaration of Conflict of Interest -None declared Custer County Highway Bids for Base Course, Chips and Fines The Board moved to approve the following bids for base course and chips. Motion carried. -Badlands Sand and Gravel, Inc bid base course from Ghost Canyon Pit for 2012 at $ 7.50 per ton FOB, for 500 ton or under; $7.25 per ton for over 500 ton. -Hills Materials Company bid base course at $7.90 per ton FOB Hot Springs Quarry or Loring Quarry plus $4.50 per ton delivered to Buffalo Gap. Bid for chips at $15.75 per ton FOB Hot Springs Quarry or Loring Quarry plus $4.50 to deliver to Buffalo Gap, SD. -Croell Redi-Mix, Inc. bid base course from the Streeter Quarry on 7-11 Road at $3.75 per ton FOB. -Southern Hills Rock and Gravel bid base course from the Argyle Quarry at $7.00 per ton FOB. Gary Woodford, Highway Superintendent -Gary contacted Buckhorn Surveying to survey and plat the property on Missile Road that is being considered as a site for a county highway shop. Federal Aid Surface Transportation Program Resolutions for County and Urban Projects. - The Board moved to adopt Resolutions 2012-3, 2012-4, 2012-5, 2012-6 and 2012-7 and to authorize the Chairman to sign. Motion carried. Federal Aid Surface Transportation Program Resolution 2012-3 for County and Urban Projects WHEREAS, Custer County desires the construction and improvement of the road and/or bridge as hereinafter described: South Entrance to Buffalo Gap, FAS 656 for .2 mile off of US Hwy 79. Type of construction: Chip seal treatment of existing surface. Major Collector Route Number: US Hwy 79. AND WHEREAS, Custer County is obligated and hereby agrees to provide proper maintenance as required by the Federal Highway Act as amended and supplemented thereto for project after construction is completed and to regulate or cause to be regulated the installation of utility facilities within the limits of the right-of-way of the proposed project in accordance with State and Federal requirements. AND WHEREAS, Custer County is obligated and hereby agrees to reimburse the State for all costs not reimbursable with Surface Transportation Program (STP) Funds and associated State matching funds.
