Government Role The government can be viewed as an actor in the system in two different roles : as a regulator , establishing both substantive and procedural rules by enacting legislation (for example, collective bargaining and minimum wage laws). and as a participant either as an employer in the public sector or as a guardian of the public interest, intervening and interacting with employers and employees to determine the outcome of the system .

Role of Government In 2007 , a Ford engine plant in Windsor, Ontario, was shut down putting 900 people out of work. In 2008 , the plant was reopened after the provincial government invested $70 million and the federal government made a contribution of $80 million . The Ontario government announced in 2010 that it would be investing an additional $81.2 million in the plant. " Not only is the investment helping us meet much-needed capacity for high demand products produced in Canada, it's creating jobs," Ford Canada president and CEO Dianne Craig said in a statement. In 2013 , Ford announced a $700-million investment in the Oakville assembly plant that included $70.9 million from the Ontario government and $71.6 million from Ottawa.

Role of Government In 2008 , Saskatchewan amended its labour relations legislation to require a vote of employees in all applications for unionization. Prior to the amendment unions in the province were able to obtain bargain rights without a vote if they established that more than 50% of employees had signed a union membership card. In Nov. 2009 , B.C. enacted legislation to end a province-wide seven-month strike by paramedics . Although essential ambulance service had been provided during the strike, the health minister stated that it was necessary to end the strike to avoid a public health risk. Pandemic infection rates were expected to rise in B.C. in the coming weeks.

Reasons to End Dispute "Right now, our entire health system is operating at full capacity to manage the impact of the H1N1," Health Services Minister Kevin Falcon said shortly after introducing legislation to end the labour dispute . "As we come forward to a period where we know the H1N1 pandemic is going to escalate and get worse in the coming weeks and months, we do really need all hands on deck.“ The union representing ambulance paramedics said imposing a one-year deal, retroactive to April 1, won't help fix the ambulance service. "His comments around the H1N1 pandemic are laughable at best," said spokesman BJ Chute.
