1 Taka Demetradze Scott Neumann IRD 302 Analysis Paper 6 October 2017 Reduction Strategy Paper of Georgia Poverty Reduction Strategy Papers are made and prepared by countries with the help of international organizations. There are consultation between countries and international institutions such as IMF or World Bank. They briefly are describing country’s policies, such as social, structural and macro economical and how they support to the overall development process. They, also explain more about poverty reduction strategy and necessity for external financial help to carry mentioned programs. In early 2003, EDPRP, Economic Development and Reduction Poverty Program took the subject of Georgia and started to be introduced to the program. Therefore, with the consultation of countries they provided the aid for the Georgia. However, government in Georgia was replaced during that time and it was implementing long- term goals and policies for future with the help of the program. Reduction Strategy Paper provided the structure and kind of goal for Georgia to overcome from Poverty. In this paper, will be talk about the process of overcoming poverty in Georgia with the mentioned IMF and World Bank program. Also, partly historical background of Georgia will be provided such as an economic situation in the country at that time. There are lots of reasons about strategy paper, but mostly it is about poverty reduction. Therefore, during that time when reduction poverty program involved in Georgia, government was changed and lots of changes were made in a state. Country started everything from the new

2 page and it was complicated situation for country and state itself. Georgia have acquired independence few years ago from the start of the program, also it was post-soviet country and using resources was a new thing to learn for the country and so there was the program itself which settled plan and strategy which involved development in many sectors because everything was related to each other, so help was necessary for Georgia. Georgia gained independence after soviet era that left its dent all over the country and government was also influenced by it. First few years after independence was tough for the country it had hard before too, but at that time after independence became really tough because it was not depended on nobody anymore so to build and gain own country experience for it was critical. It was crisis of economic ties because everything was gone after soviet era, in the terms of market there was none of it anymore and was no plan for its new legislative system. There was no monetary system and no currency at all after destruction of soviet era. Civil war, criminal activities, separatism, everything made an impact on Georgian economic system. There also was fear of facing starvation during 1993-1994, that was post-civil war time.
