STATE OF INDIANA) SS) COUNTY OF CLAY ) Council President Larry Moss called the regular meeting of the Clay County Council to order on Monday, December 1, 2014, at 6:00 p.m. Council members present were Larry Moss, Michael McCullough, Rita Rothrock, Toni Carter, Steve Withers, John Nicoson and Pat Heffner. Also in attendance were Clay County Auditor Mary Jo Alumbaugh and First Deputy Auditor Erica Stallcop, who made a record of the proceedings, to wit: Larry Moss led the Pledge of Allegiance to the Flag of the United States of America and prayer. A motion to approve the November 3, 2014 regular meeting minutes was made by Rita Rothrock, and seconded by John Nicoson. Motion carried 7 ayes. IN THE MATTER OF FULL TIME CLERICAL-JAIL Sheriff Mike Heaton approached the council with a problem in the 2015 jail budget. The council removed the full time clerical at budget time. Mike has asked them to reconsider funding this position with an additional in January. Sheriff Elect Paul Harden also stated that he would hate to lose this position and felt it was needed for the upcoming year. The council said they would take this under advisement during the January meeting. IN THE MATTER OF ADDITIONAL APPROPRIATIONS Larry Moss read the following Ordinance: COUNTY EMERGENCY APPROPRIATION ORDINANCE Whereas, It has been determined that it is now necessary to appropriate more money than was appropriated in the annual budget; now, therefore: Sec.1. Be It Ordained by the County Council of Clay County, Indiana, that for the expenses of the taxing unit the following additional sums of money are hereby appropriated out of the funds names and for the purposes specified, subject to the laws governing the same: Aye Nay GENERAL CLERK Personal Services First Deputy $ 2,225.00 7 0 REDEVELOPMENT COMMISSION Other Services and Charges Legal Fees $ 1,560.00 7 0 LOIT PUBLIC SAFETY Other Services and Charges Gas, Oil, Lube $20,000.00 7 0 SHERIFF SALE FEE Other Services and Charges Contractual Services $ 1,700.00 7 0 DRUG FORFEITURE FUND Other Services and Charges Investigative Expense $ 4,000.00 7 0 AVIATION ROTARY FUEL FUND Other Services and Charges Fuel $ 3,500.00 7 0 Presented to the Clay County Council, read in full and adopted this 1st day of December, 2014. Clerk Vickie Wheeler explained that one of her employees is retiring and this additional is to pay her for her banked days. Toni Carter made a motion to accept the additional for First Deputy in the amount of $2,225, seconded by Steve Withers. Motion carried 7 ayes. Tom Ames from the Redevelopment Commission asked the council to consider the additional to pay for additional legal fees. Rita Rothrock made a motion to accept the additional in the amount of $1,560, seconded by John Nicoson. Motion carried 7 ayes.
