Officially the end of reconstruction Formerly enslaved persons (3.5 million) are now free Slavery is now illegal Rise of the KKK Division between the north and south The Civil War was fought over the ownership of slaves Unemployment - especially from slaves that are looking for jobs after being freed 5.5 Million rebel veterans - what is going to happen to them? Are they traitors? How does the US bring the South back into the union? Reconcile? Make an example of them? What rights do former slaves have? How do they become integrated into society? What is Reconstruction? Reorganizing Southern political systems A second “American Revolution” A tragic failure in an era of social and political change Extreme violence 13th Amendment: outlaws slavery 14th Amendment: grants legal rights to former slaves and African Americans 15th Amendment: the right to vote should not be denied on account of race, color and previous condition of servitude What was the verdict (who won or lost)?: The South lost everything except for their belief in white supremacy. Lincoln 10% plan: insured a full pardon and restoration all property except for slaves to anyone involved in the rebellion except for high ranking military and government officials in the South. Once 10% of eligable voters in a state swore allegience and accept that slavery was outlawed, the state could rejoin the Union. Lincoln didn’t require Southern states to extend social and political rights to freed slaves and black people in order to not further isolate the South. Radical Republicans however, wanted to punish the South. Wade Davis Bill: required 50% of the voting population in the South take loyalty oath to be readmitted to the Union. Lincoln scratched this idea. Lincoln assassinated on April 15th, 1865. Johnson becomes President. Andrew Johnson grew up in the South, was uneducated until marriage. His wife tutored him and he became very knowledgeable. Supported the right to own slaves.
Why did Lincoln chose him as his Vice President? Johnson was the only Southern Senator that stayed in the Union once the South began to secede. Johnson's plan for reconstruction was more lenient than Lincolns: he gave the white South a free hand in regulating the transition from slavery to freedom and offered no role to blacks in the politics of the South. 8/30/19 March of 1865 - Freedmen's Bureau is put into place by Congress in order to help former slaves transition into being free people. Negotiates labor contracts, legalize marriages, locate lost relatives, distribute clothes, redistribute land by 40 acre tracts. Between March and June, they placed about 10,000 black families on these pieces of land. Black Codes - Laws that are passed by state Governments in the South to keep blacks subordinate to whites. For example, freed people were not allowed to own a gun. The state of Mississippi barred any black person to serve on a jury or make any insulting gestures toward white people.
