Modeled after a California law passed
in 2004

both the California law and H.R.2392
After California law was passed nurses
stated they cared for one to two fewer
patients compared to other states that
did not have the mandate
(Mark et al.,
2013).

BENEFITS
Hospitals with more nurses experience only a
29percent burnout compared to a 34 percent
burnout rate with less nurses (Dorning,
2016).
Leads to 41 percent lower chance of
penalization (McHugh, Berez, & Small, 2013)

BENEFITS
5 fewer deaths per 1000 patients with the
increase of staff.
The each death was estimated to save
$35,000 per death avoided and $3,500 per
life year gained. (Shekelle, 2013)
Increase in staff leads to less medical errors,
which can cost around $22,000- $28,000 in
hospital expenses (Rothberg et al., 2005).
