Crisis City Facility Use Agreement General Terms and Conditions 1. General. Crisis City provides state of the art training facilities to all emergency response and support agencies, whether in one of its classrooms or on any of the training venues. Crisis City is a multi-use, fully functional training complex for local, state, and federal responders, Emergency Management professionals, public and private industry safety professionals, and military operations in support of civil authorities. Crisis City is designed as a small city and is best utilized as such in full scale drills and multi-agency, integrated exercises. The training complex is available to all disciplines and training levels, from the novice to the expert. 2. Statement of Work. Based on availability, Crisis City shall provide the use of its facilities and other services to the Agency as requested. These facilities and services include: Main facility classrooms, conference room, break room and area, observation deck, and shower/locker rooms Hands-on training venues including but not limited to Railroad, Urban Village, Technical Rescue Tower, Collapsed Structure #1 and #2, Pipeline, Mobile Aircraft Fuselage, Milo Lethal Force Trainer, Salamander Rapid Tag / Salamander Command System Suite, Open/Wooded Area Search, and Radio Communications venues. This also includes all other training venues under construction or in concept. Provide local civilian and military points of contact for coordination of students’ overnight lodging Provide local civilian and military points of contact for coordination of students’ meals for consumption on Crisis City complex during training Provide local military point of contact for use of Live Fire Ranges The requesting Agency acknowledges that Crisis City shall not tolerate unruly behavior, including but not limited to horseplay, roughhousing, or any other behavior that detracts from the training or participant safety. The requesting Agency and its members shall make every effort to ensure their own safety and the safety of others. If Crisis City determines that this Section has been violated by the requesting Agency, Crisis City may stop all requesting Agency training taking place under this Agreement, order the requesting Agency off of Crisis City premises and property, and restrict that requesting Agency from the future use of Crisis City facilities. When fully executed, this Agreement replaces any other agreement between the parties on this subject. 3. Request for Use of Facilities. The requesting Agency must make all requests for Crisis City use based on the facility requested: All Main Building facilities: Three (3) business days in advance of facility use All hands-on Training Venues: Thirty (30) calendar days in advance of venue use Coordination of overnight lodging and meals: As long of a lead time as possible due to the coordination with external agencies for provision of services 2 Crisis City Facility Use Agreement 27 January 2011
