In the prior years to Thomas Jefferson's presidency, he was a Democratic-Republican, who argued with Alexander Hamilton over the strict and loose interpretation of the constitution. Jefferson strictly followed the constitution and supported a weak government over the centralized federal government. As well as James Madison, who’s policies consisted of a strict interpretation of the constitution. However, their views changed towards these issues of constitutionality once they both entered office to become President. Politically, their views were changed on how they thought a large military was unnecessary because they didn’t think about declaring or going to war. Interactively, Jefferson violated his geographic policy on land expansion by not following the constitution completely. Economically, their views on a weak central government also changed and harmed the nation’s trading by being restrictive. Therefore, their philosophical consistency changed over time to a more loose interpretation of the constitution politically, interactively, and economically. Politically, Thomas Jefferson had always been against a large army because he thought that it could lead to dictatorship. In fact, one of Jefferson’s first actions as president was to reduce what was unnecessary to him (D). For example, the military was unnecessary to Jefferson, which was expanded by the previous president, John Adams. Also, Jefferson didn’t see the use of building a big navy or army because it was costly and the country was still weak to be involved in wars. However, Jefferson changed his mind of neutrality when Tripoli declared war on the United States. Before Tripoli declared war, the Pirates at the North African Barbary States were blackmailing and plundering their ships and the only way they were getting protection was by buying it. Eventually, he boldly sent his navy to confront the Barbary States of North Africa (E). After that, Jefferson decided to build more gunboats which was like extending the navy.
