Cat Obermeier CI 4360 Stufft, D.L., Brogadir,R. (2011). Urban principals’ facilitation of English language learning in public schools. Education & Urban Society, 43(5), 560-575. Summary: This article begins with some alarming statistics about English Language Learners (ELL) such as in the 2005-2006 school year 10.7 million students spoke a language other than English at home. Additionally, the article states that 45% of the foreign-born population in the U.S. lives in the central part of metropolitan cities. This presents issues because of many factors such as financial constraint, lack of resources, social and racial tensions and limited personnel urban schools have historically had issues meeting the needs of both immigrant and native born students. The article then discusses and gives a brief disruption of several different programs for ELLs, the programs discussed are, pull out programs, total immersion, special schools, resource rooms, both early exit and late exit bilingual programs, two- way bilingual and content-based programs.
