M3A1-Lighting Contract The contract given for this assignment is a solicitation contract. As noted in the following description, “Solicitations are used in negotiated acquisitions to communicate your requirements to prospective contractors and to solicit proposals,” (AcqNotes, 2017). This means this contract is a response to a government solicitation that requested bids from contractors on roadway lighting. The code on the contract, IFB, means an invitation for bid, meaning that the government is requesting the work to be done and opening the contract for bids. The purpose of the lighting contract is to put in a bid for a government contract regarding the restoration of material conditions on the parkway. The problem statement would be that there are damaged historic roadway light installations that are damaged and need to be repaired. The status quo is that the lighting installations on the roadway provide lighting for the reasons of safety of navigation for drivers. Due to primarily accidents and improper or lack of maintenance, the lights are either not working or damaged. This is the destabilizing moment in this contract.
