Questions Week One 1. What is a state versus International organization? State has 4 key qualities: fixed territory, sovereignty, legally and politically independent, has legitimacy International organization has none of them, but still can have a certain legal power to force country-members to follow their rules What do federal states have? State with dissolved power over regions, which means that it has one central elected government, which cares about monetary, security and foreign policies, while there are other local governments, which control day-to-day operations 2. What is regional integration? Process of transferring, sharing or pooling the authority to the administration, which means that it is controlled by countries with their certain share of power 3. What is the EU? Sui Genesis body with qualities of supranational and intergovernmental bodies at one time. It has 5 policies: Regulatory(single market), Expenditure, Macroeconomics, Interior (protecting social, economic and political rights), Foreign policies 4. What is the difference between supranational versus intergovernmental processes? Supranational – autonomous body, intergovernmental – meeting of representatives of the government 5. What is spillover? What kind of spillovers we have? Spillover – in the process of reaching the original (initial) goal, there has to be taken additional actions, which will create further conditions to do more actions. 3 types : Functional (if they will integrate one sector of certain area (economies, example), it will lead to integration of other sectors) Technical Spillover (differences in regulations will cause to adopt more tighter or more looser regulations (as in union) (Bulgaria had few ecologic regulations, now many) Political spillover (lobbyists and interest groups will swift from national governments to international governments- groups will appreciate the integration) 6. What is governance? Authority over the bodies Questions Week Two: 1. What is the Council of Europe? The body (which is older than the EU itself and contributed a lot to integration) concerns about human rights, culture and democracy 2.
