PUBLIC POLICY BRIEF 2 Public Policy Brief Introduction The Center for Medicare and Medicaid Innovation (Innovation Center) developed Emergency Triage, Treat and Transport (ET3) model that would offer flexibility to ambulatory department in addressing emergency health care demands of Medicare recipients using a 911 call. In this case, ambulance health care services are substantially becoming a public problem because not everybody is affording it. Inadequate or unaffordable ambulatory care is a public problem because it incorporates medical care offered through outpatient basis. For example, diagnosis, consultation, treatment, intervention as well as rehabilitation services. These care services are important for the health checkup of any individual. However, when the society lacks such basic ambulatory care services, it translates to a public problem that needs public policy solution Articles’ perspectives According to Morse (2019), the new emergency triage, treat and transport (ET3) model is a solution provided by the Center for Medicare and Medicaid Innovation to the inadequacy of the ambulatory services due to high payment or unaffordability. This article’s perspective is liberal approach to public policy. ET3 is the newly established model for the payment of the emergency ambulance services. The model will give an opportunity for the participants of the ambulance supply to collaborate with health systems as well as physicians to provide treatment to the Medicare patients on the scene or via telehealth. According to the Centers for Medicare and Medicaid Services (2019), is a five-year voluntary payment model that focuses on providing a flexibility to ambulance care departments to handle emergency health care requirements of the Medicare beneficiaries.
