The powerful governments of England and France had begun to develop after entering the 18th century. Louis XIV increased in power and authority as France shifted to an absolute monarchy. He established this type of government by weakening the general assembly. The absolute monarchy shifted its power to a parliament type government. When an ultimate ruler will rule with no one to challenge his throne, it is referred to as absolutism. Louis XIV was a very power-hungry, successful absolutist ruler.
