MANAGING COMPETING AGENDAS 2 Managing Competing Agendas Gun Violence Whether victims of gun violence should be allowed to sue manufacturers and dealers of firearms has been a subject of controversial debate. Since the year 2005, gun manufacturers and dealers have always been afforded immunity against such lawsuits thanks to the Protection of Lawful Commerce in Arms Act (PLCAA) that was passed by the U.S Congress in the same year. With the increase of gun violence in the U.S over the last couple of years, various individuals and groups have called for the passing of a new policy that would allow victims of gun violence. Gun manufacturers and dealers are not doing enough to ensure their products are used for the right purposes. This is an issue that lies squarely in the U.S Congress which is the body responsible for lawmaking. This paper has considered how the Congress through its departments can address this controversy surrounding gun violence and gun manufacturers. The Structure and departments within the Agency The Congress is made up of 100 senators and 435 members of the House of Representatives. Each of the representatives in the Congress represents approximately 570,000 people who have either directly or indirectly being affected by gun violence incidences that have hit the country over the last couple of decades.
