REGULATORY AGENCIES AND QUALITY 2 Introduction The purpose of this paper is to explore the evolution of quality improvement of healthcare. The current healthcare quality improvement efforts are a continuation of efforts to implement regulations and standards that began in the 1800’s. REGULATORY AGENCIES AND QUALITY 3 Historical Review of Quality of Care Quality of healthcare has improved since the 1800’s. Various regulatory agencies have been established to continue these efforts of improvement in healthcare. Infectious diseases associated with poor hygiene and sanitary conditions were major problems in the 1900’s. Causes of death during the 1900’s, were infectious diseases, pneumonia, flu, tuberculosis and gastrointestinal infections. Widespread outbreaks of cholera, dysentery and yellow fever were due to poor sanitary and hygiene conditions. Vaccinations, antibiotics, and healthcare education interventions greatly reduced the percentage of infectious diseases (Sultz & Young, 2018). Ignaz Semmel Weis, a 19 th century obstetrician stressed the importance of hand washing. Today, the CDC continues to stress the importance of hand washing through the Clean Hands Count campaign. The campaign’s goal is to improve healthcare provider’s adherence of hand hygiene. There have been several notable quality improvement efforts over the past half-century. A substantial number of these efforts were spawned by the academic health quality movement (Marjoua & Bozick,2012). Over 40 years ago, the modern academic quality improvement movement started publishing articles that outline deficiencies in healthcare delivery to improve the quality of healthcare. Medical processes that affected patient’s health was one of the deficiencies identified (Brook, 2010). Performance rewards were given to healthcare providers and methods to measure how well processes were performed in day to day practice were developed. The United States started establishing organizations to review quality of care and Quality Assurance Departments in hospitals were developed. Quality Assurance

REGULATORY AGENCIES AND QUALITY 4 identifies areas that need improvement and set goals for quality in healthcare facilities. Quality Assurance also makes sure healthcare facilities follow federal,, state and local laws and regulations. Another focus of Quality Assurance is structures, processes, and outcomes.
