With the OPM hack, there were so many issues going on at the same time, it makes it difficult to reduce it to only a few. The first issue that stands out to me is the “we are only the OPM what would anyone want with us” attitude. This attitude is ripe for picking. They had become lackadaisical about security because of this. They had not updated their security features, ie no information was encrypted. They were not running active “red vs blue” team exercises. Nor were they performing regular system scans or logs. These three things combined, I feel, made this hack as severe as it was. The simplest prevention for the OPM would have been to encrypt their data. This would have made the data useless to any hackers unless they had the key. This making the OPM a less desirable target. Had they been regularly running scans on their systems and auditing the logs they would have found the irregularity of the “antivirus” file sitting in their system. Finally, if they had been running exercises, they would be regularly finding new vulnerabilities in their security systems and been actively repairing them. Although there is no such thing as a secure network, by adapting the attitude of sometimes they do get in, they would have balanced proactive and reactive attitudes towards a hack.
