South East Asian countries sign Charter committing them to the promotion of human rights and democracy 7. European Court of Human Rights finds violation with regard to searches carried out at the home and offices of journalist in Belgium, 27 November 2007 8. Department of Justice calls for submissions with regard to the UN Convention on the Elimination of Discrimination against Women (CEDAW) 9. 2010 European Year of Combating Poverty and Social Exclusion – ideas sought 10. European Legal Network On Asylum host course on Cessation and Exclusion Clauses, National Security and Non-Refoulement, Athens, 22-24 February 2008 ******************************************************************* 1. Update on Foy Judgement The approved written judgement in the Foy case is imminently. Once this has been received all parties will go to court to make oral submissions as to how the order as to the declaration of incompatibility with the European Convention on Human Rights should read. This is expected to take place on 11 December 2007. 2. Two eminent High Commissioners for Human Rights visit Dublin The High Commissioner for Human Rights for both the United Nations and the Council of Europe gave lectures in Dublin over the past number of days. The United Nations High Commissioner for Human Rights, Louise Arbour, received a warm reception at her address at Trinity College on 23 November 2007. She gave a lecture on the responsibility to protect as a duty of care in international law and practice in which she outlined the basis for this new norm of responsibility to protect or intervene in international law and the possible circumstances under which such a duty could arise for a State. The Council of Europe’s High Commissioner for Human Rights, Thomas Hammarberg, gave the second annual International Human Rights Day lecture (some days earlier than the actual International Human Rights Day on 10 December annually), hosted by the Irish Human Rights Commission on 26 November 2007.
