Osakis City Council – Regular Meeting January 3, 2017 7:00 PM Present: Randy Anderson, Jim Snyder, Keith Emerson, Jerry Olson, Justin Dahlheimer Absent: None Others Present: Lynnette Swenstad, Craig Dropik, Chad Mathews, Dan Wessel, Kurt Haakinson, Mike Manders, Mark Grinstead, Ryan Peterson, Becky Hensley, Darrin Hensley, Dennis Ruhoff, Chad Gulbranson, Noelle Jones, Kaleb Koskela, Karen Maher, Al Edenloff, Adrian Panther, Pamela Panther Meeting called to order by Acting Mayor Randy Anderson at 7:00 p.m. Pledge of Allegiance was spoken. Oath of Office for Mayor Keith Emerson was read and sworn in by Acting Mayor Randy Anderson. Oath of Offices for Council Members Jerry Olson and Justin Dahlheimer were read and sworn in by Mayor Keith Emerson. Motion by Anderson, seconded by Dahlheimer, to approve the agenda as presented. All Ayes Motion by Snyder, seconded by Olson, to approve the general consent items, including the December city bills in the amount of $267,353.63, and meeting minutes from December 5, 2016. All Ayes Project #24: Liquor Store Julie Didier was not in attendance. Council received the Liquor Store reports for December. Inventory at the Liquor Store was on January 1, 2017. Emerson felt over all it went very well. Dahlheimer would like a summary for the 2016 Expenses. Emerson will ask Didier for this report. Project #73: First Responders Craig Dropik was in attendance. Council received the December First Responder Call totals. Council also received a list of totals for First Responder members since 2005. Dropik informed the council of the following: 18 calls for the month of December. 175 calls for 2016, which is less than 2015. Only 4 no-shows for the year. 2017 First Responder Officers are as follows: President – Jason Schultz Page 1 of 7, January 3 rd , 2017

Secretary – Cindy Halbur Training Officer – none Dropik explained that no one wanted the training officer position but Schultz and Dropik will work together and appoint two to three members to pick topics and the members will train on those. Motion by Anderson, seconded by Snyder, to approve the 2017 First Responder Officers as presented. All Ayes Council discussed the HIPAA (Health Insurance Portability and Accountability Act). Snyder is concerned if the city would be responsible. Dropik said that the First Responder would take direct responsibility for their actions. There is more pressure to abide by the rules regarding social media and etc. The First Responders will discuss this matter at their next meeting. Dropik informed the council that Selena Hanson has completed the First Responder course and is an active member. Project #74: Fire Department Chad Mathews was in attendance. Mathews informed the council of the following: Total of 46 calls for 2016. No word on the FEMA Grant.
