CHAPTER II REVIEW OF RELATED LITERATURE Poverty is one of the problems Philippines is facing, a lot of families cannot support their needs everyday even the education of their children, their education is being sacrifice because of poverty. They are not able to attend school because of lack of needs like school supplies and nowadays most of the children don’t want to attend school if they don’t have allowance, some parents are forcing their children to find a work instead of going to school because they believe that they can earn money faster when they will not spent their time attending school. So our government created a program, the R.A. 7323 also known as the Special Program for the Employment of the Student (SPES) which is giving some extra income in exchange to their abilities to supplement their needs for everyday living, and for school expenses so that the students will not sacrifice their education again and poverty will come to an end because all the students will be educated it will also end the overpopulation in the Philippines because all the people will be able to use some of their time in the work that is related in the course they took and not all in making babies because they don’t have any other things to focus their time. The Review of Related Literature of this research is all about the studies that are made from the past times that can be use in the current research or to the future research it can also help not only just the students but also the beneficiaries or the reader of the research. It can give information, credible information from the scholar or professionals; here are some articles that can be use in this research. 2.1 Benefits of SPES This information is from the Department Of Labor and Employment last September 1, 2014; one of the SPES beneficiaries named Dennis A Espiritu said “I owe my success to the Special Program for the Employment of the student (SPES) because it helps me to know the importance of dedicating myself to work. SPES is one of the many reasons why I was able to build enough patience in every undertaking. From what he said, SPES is a very helpful program that the government had created because it helps a lot of people to achieve their dreams, dreams that they wanted for their future life, it is said there that SPES is does not only helps the beneficiaries in their financial but also it develops a skill, it brings out a particular skill that a person don’t know that that particular skill is in him/her all along but not yet discovered, it also brings out the newly improved self of a person in many ways, one of it is the way of living, a person cannot understand a particular situation if it didn’t happen to that person, for example; in working, a person like Dennis, cannot understand on how to dedicate himself to a job unless he experienced it. In everything Dennis was doing when he is still a SPES worker he is able to develop hidden skills one by one.
