It makes sense that America should also have a universal plan, so the biggest question out there is why have we not done so yet? Although several presidents since the 1900s have attempted to address this issue, like President Roosevelt and President Truman, little has been done to actually improve health coverage (Shi, 2017). As a result, many people in government who want to bring this up do not because history has shown that those who do tackle the issue of universal healthcare do not do well with the votes. However, in the past few years, there seems to have been a shift if the political atmosphere surrounding this topic since it has been brought up once again (Galea, 2017). While there are a lot of talks of implementing universal healthcare, some would argue that America already has a system in place and that another is not necessary. Medicare and Medicaid are the closest systems that America has to universal coverage and it has helped give thousands of people coverage. Despite this, there are many people who do not meet the requirements, many who are unhappy with the current healthcare system, and many who still cannot afford it. But universal coverage is not a far away dream since traces of it can be found in our current system. Public opinions, political opinions, method of implementation, and timing will all be crucial factors that can affect future plan proposals. As a result of the people’s disappointment in our current healthcare system and in response to the lack of progressive healthcare proposals in government, many organizations, healthcare professionals, and states have come up with their own ways to address the issue. Almost all of these proposals from organizations and government end with saying that for universal healthcare to succeed, America needs to shift to a single payer system and expand both Medicare and Medicaid programs (Friends of Bernie Sanders, n.d.). To take a step beyond outlining a plan, some states have started to implement programs that creates universal coverage

For example, in New York, the Department of Health started a new plan called Delivery System Reform Incentive Payment [DSRIP] (New York State Department of Health [NYSDOH], 2018). The DSRIP is an example of what states can do to promote universal coverage on a smaller scale. As described by the DOH (2018), hospitals have made agreements with smaller doctors and facilities in various areas of the medical field in hopes of decreasing the percentage of patients who need to visit the ER.
