Ch 6 Sec 2: John Adams Administration 1796: 1st Partisan Election- Adams defeats Jefferson and Gov. George Clinton Biggest issue to deal with: The XYZ Affair 1. France was angry about Jay’s Treaty and allowing continued impressment. They start attacking US merchant ships that trade with Britain and if they find Americans on British ships that they attack then they treat them as spies & traitors. 2. Adams send Ambassador Charles Pinckney, Sec of State John Marshall, and Elbridge Gerry to meet with Prime Minister Maurice Talleyrand 3. Talleyrand claims to be too busy and makes them wait. They are approached by 3 French Ministers that request a bribe of $250k to set up the meeting. They also demand a loan of $10 million. 4. The US representatives refuse and come home, they report to Adams, and Adams has to tell Congress and the American people, but doesn’t want a backlash, so he refers to the French ministers as Ministers X, Y, and Z.

He gets Congress to approve increasing the size of the army & navy nd he authorizes US warships to fire on French ships that threaten US trade. 6. D-R’s criticize Adams for trying to start a war, they hope to save the relationship with France. 7. Adams adopts the Alien & Sedition Acts to protect himself and his party, but it backfires on him. a. Alien Act- It took 5 years to become a citizen, he wants to increase that to 14 years. He could also deport possible threats. b. Sedition Act- It makes it illegal to speak out against the government 8. Virginia & Kentucky Resolutions to make it so that states could nullify laws passed by the National Government (written by Jefferson & Madison) 9.
