An interesting point with regard to the scenario: Executive Order (EO) 12552, signed by President Reagan in 1986, does not ever specifically mention Total Quality Management (TQM).The purpose of the order was to formalize a, “program to improve the quality, timeliness, and efficiency of services provided by the federal government.” Implementation of a TQM program is one method by which the goal might be achieved, but it is not the only method and is never referred to in the EO. EO 12552 was superseded by EO 12637 in 1988, and revoked by EO 13048 in 1997. None of these subsequent orders refer to TQM.With regard to Wengart Aircraft, quality was a cited problem impacting its profitability and reputation with customers.
