1. Nixon- Kissinger Détente Policy a. Creation of White house centered policy i. Kissinger was the NSA guy, not the secretary of state 1. Nixon chose a Sec of state who knew nothing about foreign policy so that he wouldn’t interfere 2. Nixon felt he could be his own Sec. of state ii. Both men were realists, concerned with power, not concerned with democracy or human rights 2. Innovations in US containment policy: Soviets reach strategic equality (parity) 1. Until this time, the US had been way ahead of USSR, but the USSR built up and surpassed the US in Nuclear capability b. Cold war consensus is dead, the decline of the cold war i. People were unwilling to support by the end of the 1960’s 1. Wanted help with domestic issues ii. Congress cut the defense budget yearly iii. Public did not think there was a part of the world worth defending c. Sino-Soviet split i. The two communist giants fall out of favor with each other, China vs USSR ii. Relations become very tense, US makes no effort to exploit this division, due to a lack of connection to the Peoples Republic of China d. European Independence i. France and Germany become more independent in their seeking of good relations w the USSR
