Dylan ZhouPeriod 1National Land Reclamation Act of 1902The act identifies 16 states and territories included in the project, requiring a surplus fees from sales of land be set aside for a "reclamation fund"for the development of water resources. It required the Treasury Department to fund education from unappropriated monies under certain conditions. It also funded irrigation projects for the arid lands of 20 states in the West. The act setaside money from sales of semi-arid public lands for the construction and maintenance of irrigation projects. The newly irrigated land would be sold and money would be put into a revolving fund that supported more such projects. Elkins Act of 1903Amended the Interstate Commerce Act of 1887, and authorized the Interstate Commerce Commission (ICC) to impose heavy fines on railroads that offered rebates, and upon the shippersthat accepted these rebates. Railroad corporations, officers, and employees were all made liable for discriminatory practices.Hepburn Act of 1906Gave the Interstate Commerce Commission (ICC) the power to set maximum railroad rates and extend its jurisdiction, leading to the discontinuation of free passes to loyal shippers. The ICC's authority was extended to cover bridges, terminals, ferries, railroad sleeping cars, express companies and oil pipelines.
