HIST 2112 study guide for first exam You should know the meaning and significance of the following terms: 1)Lincoln’s Ten Percent Plan: A southern state could be readmitted into the Union once 10% of its voters swore an oath of allegiance to the Union. 2)Wade-Davis Bill: A southern state could be readmitted into the Union if the majority of white people in - each Southern state swore the oath of allegiance to the Union. Passed two houses but Lincoln vetoed it. Made by radical republicans- mad at Lincoln. 3)Reconstruction Amendments: 1) 13 th Amendment: Neither slavery nor involuntary servitude, except as a punishment for crime whereof the party shall have been duly convicted, shall exist within the US, or any place subject to their jurisdiction. NO SLAVERY 2) 14 th Amendment: Grant US citizenship rights to anyone born in the USA or naturalized as a US citizen 3) 15 th Amendment: The right of citizens to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude 4)Black Codes: Laws passed in southern states to restrict the rights of former slaves. (Made them work in a labor company based on low wages or debt) 5)Military Reconstruction Act of 1867: Congressional Reconstruction Plan: abolished all of the new governments “in the rebel States” (South). Established military control over the defeated South. (Tennessee exempted, because already passed 14 th amendment). 10 ex-confederate states divided into 5 military districts. Required each state to create a new constitution that guaranteed the right of African Americans males to vote. Constitution ratified/ Fourteenth amendment passed state regain spot in Congress. 6)Tenure of Office Act: The Tenure of Office Act required Senate permission for the president to remove any federal official whose appointment the Senate had confirmed. This was done to prevent President Johnson from firing Secretary of War Edwin Stanton, critic of the President.
7)Impeachment of Pres. Andrew Johnson: President Johnson wanted to try to put away Sec of War Edwin Santon (radical Republican with Lincoln), US Supreme Court refused to rule on the case. Tried to get rid of Edwin Stanton another time, to replace him with another less favorable Sec of War. House of Representatives impeached him officially. Trial failed by one vote.
