Indigenous Offenders Indigenous peoples have the highest involvement in offences, as well as, the highest rates of arrest and incarceration of any ethnic group in Canada; colonialism is a major contributor to this over-representation Indigenous offenders are over-represented in segregation, more likely to be classified as high risk and high needs, released at later points in their sentences, more likely to serve their full sentences, and to have their conditional release revoked The First Nations Policing Program allows for communities to determine how they will be policed; the Gladue decision determined that courts must take colonialist actions into account; the Corrections and Conditional Release Act allows for Indigenous involvement in the development of correctional services, policies, and programs (e.g., healing lodges) Yet, over-representation continues
