How could small Arab forces quickly beat 2 empires? o •Wars of Byzantium (Eastern Roman empire) vs Persia had exhausted both empires o •“heretical” Christians in Syria and N. Africa welcomed in the Arabs as liberators from the “orthodox” emperor 4. dhimmi= protected communities of People of the Book: o without full legal rights, & pay higher tax; o acknowledge Muslim govt., but manage own internal affairs o Koran 2:256 -“Let there be no compulsion in religion.” 5. As territory expanded: o troops = clans, with own leaders; contribute revenue to but not controlled by central govt. o early caliphs & governors try to run empire like a village, without an institutional govt: no bureaucracy, no paid staff no power to enforce, just personal persuasion
