2/25 Governance Who rules? How? Why? Through what means? Can Iraq become a fully-functional government? Why is governance important? It answers one of the most basic questions of politics: Who gets what, where, when, how, and why? It's how we solve problems that go beyond the individual's ability to solve These kinds of problems are part of any large-scale society Solving collective problems- key element of survival Lots of alternative means for solving these problems Which one you use changes what kind of outcomes you get What is Governance? The means by which collective decisions solve collective problems Complex combination of factors that govern decision-making We make our collective decisions through institutions Governance is critical to how the world works Why Do We Care? To understand globalization today, think about global governance as part Complex problems exist that no single state can deal with them States make regional to global solutions to these problems
