No. 221296; February 22, 2017 Mendoza, J.: Facts: This is a Petition for Review on Certiorari under Rule 45 of the Rules of Court filed by the Office of the Ombudsman seeking to review and set aside the decision and resolution of the Court of Appeals reversing the Order of the Ombudsman finding Conti guilty of Dishonesty, Misconduct and Conduct Prejudicial to the Best Interest of the Service. A complaint was filed against four commissioners of the Presidential Commission on Good Government (PCGG), including Nicasio A. Conti, for Dishonesty, Grave Misconduct and Conduct Prejudicial to the Best Interest of the Service for the lease of vehicles between the PCGG and the UCPB in violation of administrative issuances requiring the availability of appropriation funds and the conduct of public bidding for the validity of a government contact.
