3 NO GOOD DEED GOES UNPUNISHED CASE: COMMUNITY ARTS FESTIVAL Abstract The community festival takes place in the Phoenix city – capital of the Arizona state every year because of its location and population features. In order to widen access to the arts among local people, the festival has attracted a large number of participants, including local and national artists, as well as hosting events annually. Of particular interest is that most volunteers attending the events hold fulltime jobs. Provided that, they can only spare a limited time for annual events and other promotional activities. As a result, there are fewer participation of local artists, and the funds used to support are diminishing. There are both external and internal factors affecting the success of the arts festival. This case study employs Weisbard’s Six-Box Model to assess the organization’s functioning for effectiveness. In addition, the paper addresses the approaches that the organization can take in formulating and implementing solutions relating to its structure. 4 NO GOOD DEED GOES UNPUNISHED CASE: COMMUNITY ARTS FESTIVAL Background Phoenix city is known as one of the fastest growing cities of the United States with more than 1.6 million residents from different races and backgrounds. Located in the Southwestern part of the country, Phoenix is popular for its sunny weather all year round. With the low amount of rain and cloudy days, Phoenix is given the name “Valley of the Sun”. However, due to these weather conditions, spring and fall are the best time of the year to host the arts festival outdoors in order to avoid extremely hot weather in the summer. In addition, Phoenix’s population characteristics are suitable for the arts festival: the diversity of races and religions; the balance of genders; alongside with high school and university/ college students takes up almost half of the city’s population. (World Population Review, 2020) Following the features, the arts festival was expected to offer the guests a fresh look on the
