Project Charter for Waterloo Regional Police Services Software ProjectDate/version: January13, 2020 v1.0 Approved by: Chief Larry Gravill, Project Sponsor: Waterloo Regional Police ServicesProject CharterOverview: This project charter will include the basic specifications on the Waterloo Regional Police Services Software Project. This includes a project description, purpose, business case, requirements, assumptions, constraints, dependencies, risks, deliverables, and milestones. Also included is the identified project manager, roles and responsibilities of the project team and a budget. Lastly a stakeholder management plan that will include analysis, register and sponsor information. The charter will be used as the framework for the strategic project plan which will include the scope of the project, schedule of operations, cost estimates, estimated expenditure, defined capital, communication plan, quality control / risk requirements and project monitoring.Project Description:As a joint effort between WRPS and seven other police organizations, the Common Information Management Systems (CIMS) project had begun in 1997. The seven organizations consisted of Niagara Police Service, Hamilton Police Service, York Regional Police Service, Durham Regional Police Service, RIDE, Halton Regional Police Service and Peel Regional Police Service. WRPS contracted the Integrated Technology Group (ITG) to design and implement Computer Aided Dispatch (CAD) and Records Management System (RMS) in August of 1999.
Although substantial progress has been made, due to regulatory requirements that have added additional complexity to the project that must be completed by December 31, 2005, the project sponsor and team no longer feel that the ITG will satisfy the regulatory needs and deadlines that the project now requires.This project phase and the information contained in this charter are only for the software upgrade and installation. Upon completion, Common Information Management Systems (CIMS) and the Records Management System (RMS) will have a fully integrated and compliant Computer Aided Dispatch (CAD). Along with websites that satisfy / exceed the criteria of inclusion and disability. Training materials will be produced and distributed to each department which has been affected. To achieve these goals, the project manager and project team will use project management concepts and methodologies to ensure project success, which will be properly prepared, conducted in a timely manner, tracked, managed and assessed against project objectives and goals. The specifics for this are set out in the article below on the charter and the report of the management plan.Project Purpose:The project's aim is to identify, contract, and onboard a new vendor of software that can upgrade / replace existing software with new software that meets the project criteria including regulatory specific requirements and standards. Apart from meeting the requirements of the federal portal, all regional offices need updated websites to meet the new criteria for inclusion and disability defined by the project team. The vendor being proposed must provide all regional offices with software demos. Contractually agree that each regional office expense will not
