This includes a project description, purpose, business case, requirements, assumptions, constraints, dependencies, risks, deliverables, and milestones. Also included is the identified project manager, roles and responsibilities of the project team and a budget. Lastly a stakeholder management plan that will include analysis, register and sponsor information. The charter will be used as the framework for the strategic project plan which will include the scope of the project, schedule of operations, cost estimates, estimated expenditure, defined capital, communication plan, quality control / risk requirements and project monitoring.Project Description:As a joint effort between WRPS and seven other police organizations, the Common Information Management Systems (CIMS) project had begun in 1997. The seven organizations consisted of Niagara Police Service, Hamilton Police Service, York Regional Police Service, Durham Regional Police Service, RIDE, Halton Regional Police Service and Peel Regional Police Service. WRPS contracted the Integrated Technology Group (ITG) to design and implement Computer Aided Dispatch (CAD) and Records Management System (RMS) in August of 1999.
