Chapter 2 STRATEGY AND HUMAN RESOURCES PLANNING LEARNING OBJECTIVES In this chapter the student will learn that the effective management of HR requires staffing needs to be anticipated sufficiently in advance to permit the recruitment and development of fully qualified personnel to meet these needs. You will understand how human resources planning (HRP) must be coordinated closely with strategic planning and planning for the other functions being performed, as well as with planning for the organization as a whole. The importance of scanning the external environment, including competitors will be discussed. We will examine how to analyze an organizations internal resources in order to help do HR planning. We will look at quantitative and qualitative approaches to human resources planning. Methods for forecasting the demand for employees will be delineated. Then we will describe approaches for finding internal and external supplies of employees. We will look at methods for dealing with employee surpluses and shortages. Finally, we will present material that will help you understand the requirements of the effective implementation of the strategy, and how to measure this effectiveness. After studying this unit you should be able to Identify the advantages of integrating human resources planning and strategic planning. Understand how an organizations competitive environment influences strategic planning.
