Pendleton Act Wanted to push an issue Americans supported Arthur made the point that Garfield died because of the spoils system Gave him a lot of moral leverage which resulted in the Pendleton act (1) In order to get a government job you had to pass a civil service exam to prove that you are qualified for the job (2) Sad part of this is that is makes Politicians seek even more money from businesses and banks (3) Doesn’t really change anything but ends up ruining his career 4.
