Interest Groups: a collection of individuals or organizations that share a common interest
and advocate or work for public policies on behalf of members’ shared interest

Congressional Committee:
Member want votes
When an interest group come with a policy proposal congressional
committee will go along because they need the money and votes
Laws are executed by the bureaucracy
Article 1 section 8 give congress a budget; bureaucracy wants to keep getting
resources from congress

Interest groups:
mass based (social, political, moral, cultural)
Doesn’t participate in iron triangle process
They lobby congress as a whole not just congressional committee
Mass based group reach out to media, public organization, and citizen
