Voters Commissioners 09-10-09 The Civil War ends: Reconstruction period Martial Law established Union troops to occupy the South Enforce the Civil War Amendments: 13 th -abolishes slavery (sabotaged by the losers ->10 th vagrancy laws (sheriff/judge usually related to plantation owners would make slaves go through debt peonage); 14 th -due process, equal protection under the law -> all white men juries property owners; 15 th gives blacks the vote ->poll taxes $1, literacy test, kkk, k.g.c. (John Wilkes Booth is a member), assassins called themselves the copperheads. Blacks are given the right to vote In San Antonio blacks begin to form political machines(1867) Republicans were the liberals and the Democrats were the conservatives in the 1860’s (political realignment) Governor E.J. Davis- Radical Republican appoints James P. Newcomb- white as Secretary of State and the Registrar of Voters. Newcomb was one of the original owners of the Alamo Express Newspaper.
