Balance of Power. By the 1930s, there were two established powers, Britain and France, and four rising powers—the United States, the Soviet Union (Russia), Germany, and Japan. President Woodrow Wilson. President of the United States during World War I, Wilson’s major speech in 1918, the “Fourteen Points” Speech, emphasized the principles of national self- determination and international cooperation. League of Nations. The League was created shortly after World War I to mediate international disputes and to help preserve peace in the world.
