Germany conquered 1/3 rd of USSR before winter set in 41 iv. USSR needed pressure taken off of them v. Needed a US and British invasion 1. British thought it was too early 2. Churchill wasn’t ready vi. Churchill proposed we go to North Africa first and FDR reluctantly agreed
