Traditional methods of Public Administration have replaced with new and efficient ways to get things done in the public sector.Since significant events such as the Great Depression and World War II, scholars, researchers, and public administrators have put their focus on the growth of public management. Creating different methods and techniques to help effectively manage, govern, and support the public sector. With the steady growth of the public management sector, comes the creation of different management techniques to assist project managers. These modern techniques apply both to the public and private sectors. "These modern techniques may open up new possibilities for the improvement of public administration in developing countries by their application to pertinent administrative problems" (Yuen Wu, 1969). With the complexities of public managing, the need for effective problem-solving techniques is valuable, leading to the creation of management methods such as Total Quality Management. Total Quality Management is a technique borrowed from the private sector. “TQM involves reorienting the culture of an organization toward quality and relying on customers to define quality” (Dresang, Pg. 72, 2017). The purpose of this detailedadministrative memorandum is to bring awareness to Total Quality Management, viewing and studying as a technique. This executive memorandum will explain Total Quality Management as well as apply it to a case study to show its qualities as used in public management.
