QSO 345 Project Charter and Stakeholder Management Plan TemplateProject Charter for Procuring a New Software VendorOverview The project charter contains the initial details for the Waterloo Regional Police Services (WRPS) CIMS project and procuring a new software vendor. Included in this charter are the project description and purpose, business case and requirements, assumptions and constraints, dependencies and risks, as well as deliverables and milestones. It also includes the details for the project manager and team, including roles and responsibilities of each, the project budget, stakeholder information and sponsor and project approvers. This charter will be used as a baseline for the project plan. Project DescriptionThe Common Information Management Systems (CIMS) project started in 1997 with Chief Larry Gravill as the PM. The CIMS project’s goal was to create a common information-sharing platform for a group of Ontario police services. The group consisted of the following: PRIDE, Durham Regional Police Services, Peel Regional Police Services, Halton Regional Police Services, Hamilton Police Service, York Regional Police Services and Niagara Regional Police Services. The goal of this project was to update their software systems; Computer Aided Dispatch (CAD) and the Record Management System (RMS). After the project team worked on the RFP for two years, there were no vendors able to take on the work. A year later, the RFP was redeveloped and one vendor, ITG, bid on the job. However, due to scope change and initial turbulence with the vendor, there were concerns that ITG would be able to deliver the results needed by the deadline of December 31st, 2005.
Since the project’s inception and original agreement with ITG, new products have emerged that would give Chief Gravill new options with the vendor they select for the software upgrade. Instead of trying to build a custom program, they may choose to adjust their business needs around an already built one. Project PurposeThe purpose of this project is select a new vendor who will be able to perform the required software upgrade prior to the December 31st, 2005 deadline. This new vendor must be able to meet the government regulations and the WRPS requirements, including; CAD, RMS, mapping, mobile workstation environments and the CPIC module. The main goal of this project is to meet federal regulations; however, the software system was need of an upgrade and this provides the perfect opportunity. Business CaseThe project will benefit WRPS first by following the federally mandated changes to the RMS system, but also by forming a common information-sharing platform (CIMS).
