Huey Long let Perez run for office in a very corrupt way b. Wade. O Martin – was with Earl Long and he had the money to use the power 1. Martin – Enemy 2. 6. End of Oily Populism a. 40% of Louisiana was Oil and Gas by 1970 b. Price of oil went down; therefore the corruption also went down c. Rising fear – distaste for corruption and end of populism Election Rules in Louisiana and the 49 Normal States

I. Intro: What’s Open a. Open Primary – what people from Louisiana use a. We cheated this system of calling it what we have is different b. The election system we have is unique and different than any other state I. The 49 Normal States a. Party Primary – Republican, Democratic (1 st election) b. General Election – Everyone (Final election of election day) i. Every other state in the Union uses general election (choices of each of the parties) - everything before that is preliminary c. Party Primary i. Open vs. Closed 1. Open – you decide on election day and walk into a primary party 2. Closed – most states have this; when you register to vote, you register by the party (republican or democrat) ii. Majority vs. Plurality 1. Plurality – most votes wins a. Democrat Incumbent – Jane Byrne (White female) b. Democrat Incumbent – Daley (White) c. Democrat Incumbent – Washington (Black) i. Too confusing, got mixed up 2. Majority – If used General Election System (Majority), then things would have been fine. Daley would have been the mayor and all this confusion wouldn’t have happened I. The Louisiana System I. Louisiana In Washington A. Federalism a. Unitary – national government has all the power i. Government said they will take away money for highways, etc b. Confederacy – states have all the power i. The power to regulate the drinking age and the speed limit is left up to the states ii. Louisiana has used its unusual election laws and keeps winning its battles c. Louisiana i.
