2009 SUMMER LEGAL STUDY PROGRAM IN RIO DE JANEIRO COMPARATIVE METROPOLITAN GROWTH MANAGEMENT LAW SYLLABUS This course will explore the comparative legal aspects of metropolitan growth management and control as it affects the human, built, and physical environments. The focus will be comparative, concentrating on the U.S. and Brazil, although students will also be asked to consider growth management law questions facing mega-cities the world over. The focus will be intensely inter- disciplinary as well. Speakers will include prominent Brazilian environmental law scholars. The course will be taught by Professor Julian Conrad Juergensmeyer, Georgia State University, who will be assisted by Ana Maria Barros and Paulo Affonso Machado. COURSE MATERIALS Students must obtain the following textbook for this course: James A. Kushner, COMPARATIVE URBAN PLANNING LAW (Carolina Academic Press) ISBN 0-89089-206-7. In addition, students should be familiar with some chapters of the Brazilian Constitution of 1988, available in English at http://pdba.georgetown.edu/Constitutions/Brazil/english96.html . In addition, students should bring to class the Statute of the City . A CD with materials will be sent to students and should be brought to Rio. DAILY SCHEDULE
