Mostly it was based on class and gender. Socio-politically this is relevant because the involvement of federal and local governments. The government tended to help the rich faster when considering class and when considering gender whites were helped faster. Class and race did contribute to how people were helped, how fast they were helped, and how well they were helped; these factors affect victims still until present day....
