PMP 10/8 Notes Lijphart (“lip-heart”) reading Plurality: the largest minority; just more votes than anyone else In Canada, districts are called ridings Majority vs. plurality Swing district : so closely divided that it could go either way Virginia is a swing state Personal vote : candidate is local so should vote for him/her Local issues w/ national implications PR by party list o District magnitude (# of seats): the larger the magnitude, the more proportional the representation o It’s common for these systems to use existing admin districts or something like that (but based on population) o Pp. 152: 2 nd reason district magnitude is important : it varies greatly in PR systems o Parties in smaller districts are rewarded more b/c there are fewer
