USLAC 10/22 Notes Ecuador: playing US and Venezuela to get most out of each Colombia: non-confrontational despite media coverage o Shared border but not shared monitoring of border o Chavez hates it when Colombia tries to defend border o URibe has maintained econ ties to Venezuela despite ups and downs in relationship o Sensitive to the fact that it’s surrounded by anti-American regimes o Has to maintain econ ties to Venezuela to maintain econ group Venezuela dependence on Colombia’s food products o Chavez is terribly unpopular in Colombia, so the left wing in Colombia is very careful about its ties (ideological or otherwise) to Chavez Costa Rica: diplomatic ties intact o Being pragmatic b/c of relationship w/ US o Promotes democ but is friendly toward Chavez o Doesn’t need from Chavez like Nicaragua does, so they don’t play his game quite as much But they do want to be part of PetroCaribe o Lotsa biz w/ China w/o link to Chavez o Very few ppl in CR are for Chavez “Circulos Bolivarianos” are funded by
