USLAC 11/24 Notes Brazil foreign policy will present next Monday o We’ll attack Brazil’s foreign policy and Brazil team will defend itself Next Wed (last day of class) will be for reflection on entire class Nicaragua o Massive fraud to the extent that gov’t reversed who won in Managua and in other places; Sandinistas did win majority of municipalities but should not have won as many as they did o Sandinistas o Donor community in EU and US put out critical statement threatening to reduce assistance; took two weeks to respond b/c Nicaragua low level of priority Decided at lower levels and at these levels, still many leftist sympathizers o Sandinistas trying to garner support among their voters (explains OAS proposal to censor OAS attorney general) o Int’l community has been hesitant to respond Bush admin in weak position LA have trouble getting together on Cen Amer issues w/o US leadership Private sector in Nicaragua not very strong and sometimes allied with gov’t (cut direct deals w/ gov’t) Ortega and his wife don’t really respond too much to economic changes The Sandinistas control the branches that would normally be checks and balances on their control The opposition has lots of probs, too
