IPS Notes 2/3 Papers will be in computer lab this afternoon Why Do We Still Have War? o seminal article on war: reading for today o Fearon uses math in his work; work is abstract o Lotsa game theory o Has had great deal of policy influence o “The irrationality of war” o Fearon would agree with Clausowitz that war has negotiation value o Ppl also tend to overestimate their ability to win a war o 1 War as miscalculation b/c of probs w/ signaling and failure to balance o 2 Expected utility theory (expected benefits of going to war outweigh the costs) o 3 tragic mistake (leaders miscalculate when trying to balance against another state) difficult to calculate capabilities and intentions Jervis: “bounded rationality” we don’t always interpret/process information as the communicator intends o Fearon argues that these theories are not specific enough Asks why states don’t seek settlement Only a very small number of disputes btw states in int’l community lead to
