IPS Notes 2/5 Information Problems in the Gulf War Why did Saddam Hussein and the Kuwaiti Royal Family not reach a settlement prior to 1990? o Kuwait was relatively defenseless and was sitting on tons of oil that Saddam Hussein needed to make money o But, Kuwaiti Royal Family knew the previous fact about him; why did they not settle? Were they afraid he had a commitment problem ? If they gave him what he wanted, how do they know he wouldn’t keep coming back for more? The money would make Saddam stronger and better able to continue to extort the Kuwaiti Royal Family, so what do they do? Why did Saddam Hussein and President Bush not reach a settlement prior to 1991? o Is it possible that Bush didn’t offer Hussein attractive enough terms? o Is it possible that Hussein still would’ve had incentives to extort the Kuwaiti Royal Family in the future even if he had settled with the U.S.? Yes, he needed tons of money! o But, the dominant reason we went to war was that H.W. Bush had private information about US capabilities and resolve How to analyze Iraq? o At least 3 point where settlement was possible: During intimidation phase During pre-invasion phase Who are the main players?
