IPS Notes 2/19/09 The North Korean Case Why has DPRK chosen to acquire nuclear weapons? o Main players: North Korea represented by Kim Jong Il Leader wouldn’t matter b/c of type of regime o U.S. represented by Clinton, Bush, and Obama o Preferences: What does each administration hope to achieve? KJI: does he want nukes or does he want concessions? Does he want prestige to stay in power? Professor think he just wants to get aid and money for his regime Doesn’t have many ways to make money Nukes are cost effective way to make money! Clinton, Bush, Obama: Does each want to be tough or to diffuse the crisis? Clinton’s preferences: has so many other crises going on that he wants situation to just go away Options in 1993-4: military strike (would increase his costs to continuing to pursue nuclear weapons, might not hit all nukes sites so DPRK could retaliate), economic sanctions (not so effective; would have to convince China and all countries that deal/trade/ offer assistance to DPRK to stop), Clinton vs Bush: Clinton could’ve started a war, but his constituency would not have liked it; for Bush: simply did not have military capability to fight two wars at the same time Why were Clinton and KJI able to reach a settlement in 1994, and why did it eventually fail? o
